Manifiesta Manifest Builder

Manifiesta tool to build a manifest

Summary

Run the builder tool with the path to the base directory. It will then create a manifest json file that contains every file in the base directory with size and sha256 hash. The manifest json generated can be used for the Manifiesta MongoDB or Manifiesta Static JSON servers.
