Simple tool for manipulating url strings.

eg:

$ echo "http://example.com/foo/bar?id=20#wibble" | urltool -s -
http://example.com

$ echo "http://example.com/foo/bar?id=20#wibble" | urltool -c suhpq -
#wibble
