说明
registry-credential-helper私有容器镜像仓库身份验证访问服务，它将创建imagePullSecret到所有的kubernetes命名空间和命名空间的默认serviceAccount当中。
功能
- 添加准入控制服务,优化镜像拉取比创建imagePullSecret快而导致pull image失败
