NewCustomResourceDefinitionClusterLister returns a new CustomResourceDefinitionClusterLister. We assume that the indexer: - is fed by a cross-workspace LIST+WATCH - uses kcpcache.MetaClusterNamespaceKeyFunc as the key function - has the kcpcache.ClusterIndex as an index
