GetConfig returns a rest.Config to be used for kubernetes client creation.
It does so in the following order:
- Use the passed kubeconfig/masterURL.
- Fallback to the KUBECONFIG environment variable.
- Fallback to in-cluster config.
- Fallback to the ~/.kube/config.
