WIP: pcpd

A very much work-in-progress PCP (Port Control Protocol) server. It doesn't quite work yet. Don't expect anything for a while.

Eventually I want this to be a conservative alternative to miniupnpd, targeting only linux and nftables, and pretty much only supporting PCP (RFC6887).
