Publish a metric (resonse time in milliseconds) to a CloudWatch namespace.

AWS Cloudwatch requires the following variables in the environment (see AWS SDK docs): AWS_REGION AWS_ACCESS_KEY_ID AWS_SECRET_ACCESS_KEY

Use as dimensions: location, url, respCode Publishes "metric" as "name" in "namespace"
