InstallDefaultRemoteCatalog creates the default catalog by cloning a remote catalog over network. This function will do nothing if the default catalog already exists.

Errors:

warpforge-error-git -- Cloning catalog fails
warpforge-error-io -- catalog path exists but is in a strange state
