func ParseTLVCBEFF(data []byte) (*cbeff.CBEFF, error)

ParseTLVCBEFF will consume CBEFF, as read from a PIV. This format is wrapped in an ASN.1 "TLV" structure, unique to PIV, not CBEFF. This will unwrap the data inside the structure, and attempt to parse the underlying CBEFF data.
